What a heat pump really costs in Oak Bay, after the rebate you actually qualify for

The provincial rebate is anywhere from $0 to $13,000, and in Oak Bay the assessed value of your house decides as much as your income does. Five questions tell you which number is yours. No account, and nobody calls you to see it.

See what you qualify for

Electric-heated homes have no income test, so the question is how much, not whether. Uses the published BC Better Homes rules as of Oct 27, 2026. Your answers stay on this page.

Change any answer after and the numbers update.

Estimate only. Rebates are set and paid by the Province of B.C. and BC Hydro, not by ExchangEnergy or this newspaper. Amounts are maximums for qualifying homes, you must pre-register before work starts, and the installed price depends on your home. A written quote after a visit is the real price. Sources are listed at the bottom of the page.

Get your same-day quote

How it works

1
Tell us about your home

Use the form below. You get a same-day quote from the team, per ExchangEnergy.

2
A visit to firm up the price

A technician looks at your home, your panel and your current system, so the number is real.

3
Schedule the install

You pick the time. After the install there is a final walkthrough.

Why Oak Bay is a different heat pump question

3 to 6%

of Oak Bay buildings had a heat pump in 2024, among the lowest rates in Greater Victoria.

CRD Heat Vulnerability report, via Oak Bay News, May 2024
$1.82M

is the assessed value ceiling. Above it, the income-tested rebate is gone, whatever you earn. Above $1.2M, only the smaller Level 3 amounts are left.

Better Homes BC, Energy Savings Program requirements
45 dB

is the most a heat pump may put out at your property line from 10 p.m. to 7 a.m. The daytime limit is 50 dB, so where the outdoor unit goes matters.

District of Oak Bay Anti-Noise Bylaw No. 3210

Older Oak Bay homes sometimes need an electrical panel upgrade before a heat pump goes in, and the outdoor unit has to sit where it stays under the noise limit at the property line. Both change the price, so the in-home visit checks the panel and the yard before anyone quotes a number.

Questions people ask

Do rebates work for Oak Bay homes at higher assessed values?

Often only partly. For registrations from April 1, 2026, the income-tested Energy Savings Program stops at an assessed value of $1.2M for Income Levels 1 and 2, and $1.82M for Level 3. So a house assessed at $1.5M can only get Level 3, which is $3,500 at most for a central system on oil or gas. A house assessed above $1.82M gets nothing from that program, whatever the household earns. If your home is heated by electricity, the Home Renovation Rebate of up to $4,000 has no income test. The calculator above applies these limits.

Will a heat pump break Oak Bay's noise bylaw?

Not if it is sited and chosen for it. Oak Bay's Anti-Noise Bylaw limits a heat pump, or all the heat pumps on one property together, to 50 dB(A) at any property line from 7 a.m. to 10 p.m. and 45 dB(A) from 10 p.m. to 7 a.m. Ask the installer for the unit's rated sound level and where they plan to put it. It matters most when the unit sits close to a neighbour's line.

Will someone call me if I use the check?

No. The check runs on this page and nothing is sent anywhere. ExchangEnergy only hears from you if you fill in the quote form or call them.

Do I apply for the rebate before or after the install?

Before. For the income-tested program you must pre-register and get an eligibility code before any work starts. Ask the installer to walk you through it. One customer review says the ExchangEnergy team made sure he got the rebates he qualified for.

What does a heat pump cost installed?

Typical Greater Victoria installed prices, before GST and rebates, are about $4,500 to $8,500 for one indoor unit, $7,000 to $18,000 for two to five units, and $12,000 to $22,000 for a central ducted system. These are third-party estimates. Electrical work, duct repair and the equipment you pick all move the number, which is why a visit comes before a firm quote.

Is the quote free?

ExchangEnergy lists same-day quotes and a free quote form on its site. Confirm any visit fees when they contact you.

What about the federal oil to heat pump program?

It closed to new applications on July 31, 2026. Applications already in are still being processed. The B.C. programs on this page are separate and still open.

Why is a newspaper showing me this?

Oak Bay Local is paid by ExchangEnergy to present this page. The rebate figures come from the government sources listed below, not from the advertiser.
